Safety Valve Eradicator

So with no fixed steam physics or any AI fireman/manual fireman fixes, steam in TSW is still a pain.

This is a bit of a niche one but this mod aims to somewhat make steam in TSW easier on the eyes and ears by completely removing ALL safety valve sounds and particle effects.

That's all it does!
I've spent too long trying to battle the over-hyped steam pressure, the dodgy dampers, and the AI fireman being too overzealous (even taking over in manual fireman mode lmao) that I just decided to bin everything off and pretend like it's not happening, you know, the healthiest option!
